Since October 5, 2024, the Police Act allows the Commissioner for Police Ethics to hold an inquiry on his own initiative when it is brought to his attention, or when he finds, that a person subject to the Code of Ethics of Quebec Police Officers may have committed an act likely to constitute a breach of the Code.
This power is intended to provide better protection for the public, by allowing the assessment of events that might not otherwise have been submitted to the Commissioner's scrutiny.
Through active media monitoring, the staff of the Commissioner gathers relevant information about events that may warrant the opening of an investigation.
The Commissioner has a one-year time limit, starting either from the date of the event or from the date it comes to his attention, to launch such an inquiry.
