The police ethics system enforces the Code of ethics of Québec police officers, which oversees the conduct of all Québec police officers, wildlife protection officers, special constables, highway controllers and UPAC investigators. It also applies to Québec police officers in the performance of their duties in another province or territory and, according to certain adjustments, to police officers from other provinces or territories who are authorized, by virtue of an authorization granted under the Police Act, to perform their duties in Québec.  

The system, governed by the Police Act, is meant to increase the protection of citizens by ensuring respect for individual rights and freedoms. Moreover, it aims to develop, within police services, high standards of services and conscientiousness.

Two civil authorities make up this system: the Commissaire à la déontologie policière, which receives and examines the complaints, and the Comité de déontologie policière, a specialized administrative tribunal.

The Commissaire à la déontologie policière receives and examines the complaints filed against police officers, wildlife protection officers, special constables, highway controllers and UPAC investigators who may have violated the Code of ethics of Québec police officers.

To be specific, the jurisdiction of the Commissaire applies to Québec police officers performing police duties in another province or territory of Canada and, according to certain modifications, to police officers of other provinces or territories authorized to perform police duties in Québec, in accordance with an authorization granted under the Police Act. 

                                                                                                                                                                                                                                                                                                                                                

The Comité de déontologie policière is a specialized administrative tribunal that ensures the protection of citizens in their relations with police officers, wildlife protection officers, special constables, highway controllers and UPAC investigators.

The Comité exercises its mandate in accordance with the Police Act. It sees to it that the Code of ethics of Québec police officers is enforced and respected, and encourages police forces to develop high standards of services to the public and of conscientiousness, with the proper regard for individual rights and freedoms.

The Comité has juridiction to dispose of the citations filed by the Commissaire, to review the decision rendered by the Commissaire to dismiss a complaint following his investigation and to rule on applications for remission filed by police officers.
